NEW DELHI: The promotions of 64 assistant professors of the All India Institute of Medical Sciences (AIIMS) have come under scanner. The Centre government has contended the move to be illegal in the Delhi High Court. The Center was replying to a petition filed by Sarman Singh, a senior doctor of AIIMS. Singh had challenged the appointment of 164 Assistant Professors and subsequent promotion of 64 of them as Associate Professors within a month of their appointment in 2003. An affidavit filed by the government pointed out that the promotions were made in violation of its Assessment Promotion Scheme (APS), according to which it can be granted only after four years of service. "The consideration of promotion to the level of associate professors was contrary to the very scheme of APS and no approval was obtained from the Centre for making such deviation of the scheme," the government said in its affidavit. The government also cited the five-member Karan Singh Yadav committee's findings, which also points at illegality of the process.
