Hooda demands separate HC for Haryana

New Delhi (PTI): Haryana Government on Saturday asked the Centre to allocate funds to set up of a state of the art forensic lab in Rohtak and develop judicial infrastructure in the state.
The state's request for a separate High Court is a Constitutional right, Chief Minister Bhupinder Singh said at a conference of Chief Ministers of States and Chief Justices of High Courts here.
He asked the Centre to make video conferencing of under trials operational and legal in the eyes of law. It also asked that early decision be taken to set up Fast Track Magisterial Courts, an official release said here.
Hooda asked the Central Government to look into the aspect of introduction of shift system in courts to ensure speedy justice.
The Chief Minister pointed out that even states, like Jharkhand, Chattisgarh and Uttarakhand which were created much after Haryana, have their own High Courts.
He suggested the state could get its High Court by bifurcating the existing premises, staff and judges between Punjab and Haryana in the ratio of 60:40 as the civil secretariat and the legislative building are already being shared by the two in the same ratio with each having their own entities.
Hooda said that the State Government was in the process of reviewing all existing state legislations and procedural codes to assess their present day relevance and efficacy and bring in necessary changes where required.
He said that a modern judicial academy for judicial officers of Punjab and Haryana is being set up in Chandigarh, at an estimated cost of Rs 37 crores.
