Patna High Court today directed the Bihar government to constitute State Human Rights Commission (SHRC) by June 30.While hearing a PIL, a division bench of the court comprising Chief Justice R M Lodha and Justice K K Mandal directed the government to constitute the SHRC.The PIL stated that despite the Centre's direction, no such body was formed to look into the cases related to violation of human rights. The petition also stated that Parliament in the 2005 had passed the Human Rights Commission Act under which it was mandatory for all the states to form the SHRC.The PIL also mentioned about several cases related to violation of human rights in the state, including Dhelporwa episode, where a youth was chained and dragged by a police in his motorcycle, torture of women on the charges of practicing witchcraft and several cases of lynching.UNI
