Court tough on power crisis

Ranchi, April 28: Jharkhand High Court today directed the state government and Jharkhand State Electricity Board (JSEB) to make concrete proposals to solve the power crisis in the state.
The court questioned the attitude of the board and asked the reasons for poor power production.
A PIL for erratic power supply in the capital and the state was first filed in 2001 and has been running ever since. The court, on numerous occasions, has passed directives to the JSEB and the government for improving power supply. Though stopgap arrangements were made, there has been no sustenance.
The board has filed numerous affidavits citing explanations for poor supply but not much has been done to improve the situation.
The bench, while hearing a PIL today, was informed by the petitioner’s counsel that the division of the board into separate components has not been implemented yet. The counsel said while the electricity boards in other states have already been bifurcated, the JSEB and the state government are stalling the process.
The petitioner’s counsel M.S. Mittal said the board is functioning on “borrowed light”. It has not been doing enough to ensure that it receives its share of power from the Damodar Valley Corporation or the central pool. The generating units within the state are also functioning much below their capacity which has worsened the situation even more, he added.
Mittal cited some suggestions, including a complete overhauling of the power generation units. He also said private parties should be allowed to participate in power generation in the different districts of the state. The government should also float tenders to invite global leaders in installing sophisticated powerplants.
Earlier, while hearing the petition, the high court dismissed a petition filed by Reliance Industries to allow its application for supplying power in the capital by the Jharkhand State Electricity Regulatory Commission.
The court has directed the government and JSEB to file a fresh affidavit after discussing the suggestions made. The matter will be heard again on May 1.
