LUCKNOW: The high court on Wednesday stayed suspension of a senior PCS officer, Ishat Deo Prasad Rai. He was placed under suspension on January 31, for writing a message in book 'Sultanpur-Kal Aur Aaj'. The order was passed by a division bench, comprising Justice UK Dhaon and Justice DP Singh, on the writ petition filed by the officer. The officer had contended that writing message for the book did not amount to misconduct under the relevant service rules therefore his suspension on the ground of misconduct was not sustainable. It had been further pleaded that the book contained history of Sultanpur. It did not demean or glorify any particular party, including the BSP and chief minister Mayawati. The officer further submitted that even UP governor expressed his displeasure over his suspension on February 2 and said that the state government had abused its power.
